About BOWD
The NCDOT Business Opportunity and Workforce Development Unit administers the department's programs to increase the participation of small, minority, and woman-owned businesses, and administer the On-the-Job Training Program.
The work of the BOWD Unit is mandated by the United States Federal Code of Regulations in 23 CFR Part 230 pertaining to DBE Supportive Services and On-The-Job Training, and 49 CFR Part 26 pertaining to DBE Business Development and race neutral participation efforts.
To accomplish its mission, BOWD implements a variety of programs, initiatives, and events including the OJT Special Contract Provisons in NCDOT highway contracts, a wide variety of DBE Supportive Services Programs, the Construction Career Days Program, and the Project Legacy Business Development Program.
